Australia needs ‘pragmatic approach’ to vaping, says ALNA

A new report supports ALNA’s call for a change in vaping strategy for Australian retailers, says CEO Ben Kearney.

The report suggests vaping could play a key role in helping Australians quit tobacco and live healthier lives.

“The growing weight of evidence from research and overseas experience suggests that legalising and regulating vaping in Australia would improve public health,” the report states.

ALNA also claims vaping could also help reduce demand for illicit tobacco.

The report comes from The McKell Institute in Australia, which describes itself as “a progressive research institute dedicated to providing practical and innovative solutions to contemporary policy challenges”.

Better public health

Australian Lottery and Newsagents Association (ALNA) CEO Ben Kearney says the report vindicates ALNA’s calls for a “pragmatic” vaping strategy.

“This report indicates that our retailers could be part of the solution, not the problem,” he said. “It’s time Australia had a more pragmatic approach to vaping as a regulated alternative to smokers and even an aid to quitting smoking. It’s being used overseas to reduce harm for long-term smokers – with proven success.

“Our member newsagents are in every community in Australia. A third of Australians shop in our members’ stores each week. So we know our customers well.

“They’re becoming frustrated that the policies that have worked to make a difference to public health, like regular tobacco excise increases, are no longer working.”

Less illicit tobacco

As well as improving public health, says Mr Kearney, a regulated vaping market could also help combat illicit tobacco.

According to KPMG, 15 per cent of all tobacco consumption is now illegal tobacco,” he said. “Increasing store robberies and security risks hurt (our members’) businesses.

“As demand for vaping increases in Australia, consumers are illegally importing unregulated and potentially unsafe liquid nicotine and vaping devices.

“Quite a number of our retailers have had to exit the category as a result of personal safety and theft concerns, and have left it to the major retailers.

“We welcome a more considered investigation and the opportunity for our member retailers to be part of a positive outcome.”
